Dear Friends and Colleagues in the Global Campaign for Peace Education,

I welcome this invitation to write a short introductory letter for the July issue of our GCPE Newsletter. This opportunity comes at an auspicious time for peace educators and advocates in my country, the Philippines. Within the last ten months two executive orders (EOs) supportive of peace education had been signed by the Philippine President: EO 570, “Institutionalizing Peace Education in Basic Education and Teacher Education” and EO 626, “Strengthening the Government’s Interfaith Program through the Creation of a National Committee.” We welcomed these EOs because at last we have a “national policy-basis” supportive of a more widespread promotion of peace education as well as interfaith education.

We realize, however, that this is but a beginning and that so much hard work still needs to be done to give life and substance to these documents. We hope, of course, for the genuine commitment of government to provide its resources toward the actualization of these EOs. We view this development as a hopeful sign and opportunity that we, Philippine peace educators, must seize, as an opportunity to engage more actively the government and education sectors as well as civil society, media and religious leaders. These EOs are definitely not the culmination but merely the start of another long road.

In my many years as a peace educator I have come to realize that our work is a never-ending one. It is always a “work in progress.” The challenges seem never to end and we are always in the “alert mode” because of the continuing and at times increasing threats to human and ecological well-being. Despite its logic, even our goal to eventually abolish the war system is often put to ridicule. But I am convinced of the ethical and practical imperatives of what we are working for and although others may doubt the possibility of our dream I would rather take the first steps today and heed a Chinese saying- “The journey of a thousand miles begins with the first step.” Indeed we may never see the fruits of our efforts in our lifetime but let’s continue planting the seeds today because as we were reminded by the Brazilian author, Rubem Alves: “Let us plant dates, even though those who plant them will never eat them…We must live by the love of what we will never see.”

The 25th Anniversary Celebration of the International Institute on Peace Education
August 8-10, 2007 -- United Nations Headquarters, New York
The 25th Anniversary of the International Institute on Peace Education will be celebrated with a special symposium at the United Nations from August 8-10, 2007. The celebratory event will be a three day symposium featuring workshops and presentations by peace educators from around the world.  The event is co-organized by the PeaceEducationCenter at Teachers College Columbia University and the UN Department of Public Information. The event is also co-sponsored by many NGO and UN agencies.  For more information and to register visit www.tc.edu/PeaceED or email peace-ed@tc.edu

Peace Educator Profiles
“Peace Educator Profiles” is a new feature of the GCPE newsletter. Our first profile is of Andria Wisler, a member of the “Global Coordinating Council (GCC)” of the IIPE/CIPE network. The “GCC” is comprised of regionally based associates of the IIPE/CIPE who serve as communication and resource hubs. The GCC is comprised of experienced and well networked educators who have familiarity with regional and country specific peace education developments and resources. The GCC will soon be featured and listed on the CIPE website (www.c-i-p-e.org). The GCC are good contacts for finding out what peace education activities are occurring in your part of the world.

Peace Educator Profile: Leban Serto – India


What is your affiliation with the Global Campaign for Peace Education? How did you learn about it/get involved?
We have endorsed the GCPE in 2000.  Prior to that I was one of the recipients of scholarship from India to attend the Hague Appeal for Peace and Justice conference in 1999, at the Hague in the Netherlands. At that time I was a research scholar in DelhiUniversity and a member of HAP DU (Hague Appeal for Peace, DelhiUniversity). In 2000, we also attended the IIPE (International Institute of Peace Education) at Pune, India through an NGO called LIFE (www.geocities.com/leagueinfriendshipendeavour). And we also advocated the need for Peace Education in the Northeast India and wrote to the Chief Minister of Arunachal Pradesh and the HRD (Human Resource Development) Ministry office in Delhi.

What particular projects are you currently involved with in promoting Peace Education?
Presently we are doing a couple of things such as: Actively promoting the Initiative for Teaching Peace in the North East India via an e-group ( peace_ine@yahoogroups.com). We have conducted orientation of teachers to teach for peace in our state of Manipur. We have also conducted a one month certificate course on conflict study and peace education at ManipurUniversity. We have also reached out to faith based groups and other civil societies. We have recently concluded a 3-day workshop and seminary on the theme of “Peace Education for all in the north east India with the North East Council, Government of India. Other programmes include: visits to orphanages/children homes and giving talks about Peace education and promotion of non-violent, anti-war behavior attitudes, skills by showing them movies and encouraging a culture of dialogue. We are also training the volunteers in crèche centre of about 85 villages from the interior hill districts of our state – in promoting a culture of peace by giving peace-toys in place of guns. We also encourage them to teach the young during the child rearing practices, to care for others and have gender respect and people of other communities-teach them peace education while they are youngest. So that they imbibe these values as they continue to grow. We also conduct training/orientations in Schools, colleges, universities time to time especially linking with Peace Education. I have been invited as a visiting fellow and included in the Board member of P.G Diploma in Peace Studies (one year course) in MartinLutherChristianUniversity, Meghalaya, India. I shall be taking classes for two semesters teaching about activism and Peace Education from July 2007 onward.

What are some of the struggles you have faced in implementing these projects?
We live in conflict zones and there is immense diversity of ethnicity, therefore sometimes there is cynicism and criticism when we talk/share about Peace Education. The Government, bureaucracies are hard to convince. We have to look for funds for activities. Some intellectuals discourage us by saying “peace education in not possible in our communities.”  Some of our local funders also stop giving us support midway. Some of our co-workers and partner leave us halfway. So on and so forth, there are many struggles along the way.


What have been some positive outcomes of these projects?
We have received good responses from many quarters especially teachers, and schools. We have also many individuals willing to join us in the promotion and work for peace education. Many of the persons with whom we are working would like us to continue our peace education programme on a more regular basis and also continue to update them with orientations and trainings and also to help them develop curriculum lesson plans. There has been some change of attitudes and ways of thinking amongst some teachers and also they expressed desire to learn more skills to adapt themselves. They like to learn more about human rights knowledge. They are also eager to know what others are doing in different parts of the world to solve their problems. Some of participants also express that we must understand ourselves as one human family. Helping them develop a consciousness of the human family globally and acceptance of non- violent attitude and skills have been some of the positive outcomes. Some want to learn more and more about Peace Education too. It sounds contagious.

What do you see as the future of peace education in your community and the world- and how do you envision getting there?
I believe this magnificent movement is growing day by day. As we continue to create awareness and promote the need for peace education with every possible means like - conduct workshops, advocate with leaders of the government, bureaucrats, teachers, student leaders, religious leaders and many others who hold prominent places of leadership. This way the movement is growing in our region and community.

At the global level there is a need for increasing a quality network system, developing alliance are crucial. The role of CIPE will have to increase to meet the emerging needs in each country and continent. More orientation and trainings will be essential. A collective network like the GCC – CIPE has very important role to play to see that the objective becomes reality all over the world. Some countries will reach this goal earlier but nonetheless others will follow soon. Much will depend on the quality of receptive local leaderships working towards achieving these goals. More active, receptive communities and countries will achieve this goal much, much earlier.

New Yorkers for a Department of Peace (NYDOP) announces the launch of CHOOSE PEACE, its second annual September peacebuilding event, and the companion website. The CHOOSE PEACE campaign will raise awareness and funds for the Department of Peace campaign. CHOOSE PEACE will consist of a musical event in New York City the weekend before September 11, 2007 that will launch 11 days of a Global Peace Film Fest. TeachUNICEF”
The US Fund for UNICEF is looking for US teachers to pilot its new "TeachUNICEF" online curriculum materials for grades 6-8 and 9-12. These lesson plans are based on UNICEF's 2006 "State of the World's Children Report". They examine how issues of poverty, armed conflict, child labor and disability impact the lives of children in developing countries, and what UNICEF is doing to overcome these challenges to children's survival and development. Piloting will take place between Sept. 1 and Nov. 1, 2007. The lesson plans may be completed at any time during that period, depending on your schedule. School of Peace Education – Curriculum Materials available online!
We have posted, in the web page of the School of Peace Education, some practical exercises for educating for peace. Most of those activities have been invented or adapted by us during trainings and workshops, so we certify they work! There are by now more than 60 exercises, classified into four main subjects: peace education, conflict education, intercultural learning, and education to understand the world. Peace and Justice Studies Association – Thesis and Dissertation Collection
We will be publishing a list of theses and dissertations completed between January 2006 and July 2007 in the upcoming September 2007 issue of the Peace Chronicle. Global Education News is a monthly electronic newsletter published by the Council of Europe's North-South Centre. International Coordinator Position - International Fellowship of Reconciliation
The International Coordinator enables the IFOR International Committee to fulfill its functions as a decision-making body and implements strategic planning and the accomplishment of organizational objectives.  The Coordinator oversees organizational and financial management. She/he takes direction from the decisions made by the IFOR Council and International Committee and carries out their mandates.

Graduate Student Writing Position - The Institute for Research on Women and Gender

Georgetown University
The Georgetown University Program on Justice and Peace is hiring a 3 year visiting assistant professor of justice and peace studies.  Applicants must have a Ph.D. in a relevant department or interdisciplinary program, must be broadly acquainted with the field of peace studies and conflict resolution, and must show evidence of a promising research agenda and excellence in undergraduate teaching. ABOUT THE GLOBAL CAMPAIGN FOR PEACE EDUCATION
Founded in 1999, the Hague Appeal for Peace Global Campaign for Peace Education (GCPE) is an international organized network that promotes peace education among schools, families and communities to transform the culture of violence into a culture of peace. The Global Campaign for Peace Education is presently being coordinated by the Peace Education Center at Teachers College, Columbia University. (peace-ed@tc.edu)

Peace education is a holistic, participatory process that includes teaching for and about human rights, nonviolent responses to conflict, social and economic justice, gender equity, environmental sustainability, international law, disarmament, traditional peace practices and human security. The methodology of peace education encourages reflection, critical thinking, cooperation, and responsible action. It promotes multiculturalism, and is based on values of dignity, equality and respect.Peace education is intended to prepare students for democratic participation in schools and society.

The Global Campaign for Peace Education has two goals:
1. To see peace education integrated into all curricula, community and family education worldwide to become a part of life;
2. To promote the education of all teachers to teach for peace.
