Dr. Margaret E. Goertz is a professor of education policy in the Graduate School of Education at the University of Pennsylvania and a Co-Director of the Consortium for Policy Research in Education, where she specializes in the study of state and federal education finance and governance policy. Dr. Goertz has conducted extensive research on state education finance and school reform policies, state accountability policies, and state and federal programs for special needs students. She has studied the design, implementation and impact of school finance policy in New Jersey for nearly thirty years, and has served as an expert witness in the long-running Abbott v. Burke litigation in New Jersey and in cases in Alabama and Connecticut. She is co-editor of School-based Financing (1999) with Allan Odden, and co-author of From Cashbox to Classroom: The Struggle for Fiscal Reform and Educational Change in New Jersey (1997) with William Firestone and Gary Natriello, “Whole school reform and school-based budgeting: Three years of implementation in New Jersey” (2001) with Bari Erlichson, and “In search of excellence for all: The courts and New Jersey school finance reform” (1999) with Malik Edwards. Dr. Goertz is a past president of the American Education Finance Association and was a member of the Advisory Council on Education Statistics of the U.S. Department of Education.
