The $500 million, Race to the Top -Early Learning Challenge represents a "bold, significant, innovative effort" to support the development of an early-learning system for children from birth to age five, writes Kagan, the Virginia and Leonard Marx professor of early childhood and family policy at Teachers College and co-director of the National Center for Children and Families, in an opinion piece in Education Week.
