Guiding Framework:

The image shown above depicts the Guiding Framework of the Summer Principals Academy curriculum.  The framework is the result of intensive research in educational leadership and leading edge practices of effective school leadership that highlight strategies employed to develop and implement instructional approaches that drive school improvement and student achievement.

Sample research sources include:  Leithwood & Riehl (2003), What We Know About School Leadership; Elmore (2000), Leadership of Large-scale Improvement in American Education; National Staff Development Council (2000), Learning to Lead, Leading to Learn; Improving School Quality Through Principal Professional Development; and Waters & McNulty (2003), Balanced Leadership:  What 30 years of research tells us about the effect of leadership on student achievement.

Also, a number of best practice models were analyzed and integrated into the framework including:  (1) Effective School Leadership:  Adopting a Systematic Approach, The Cleveland Initiative For Education's Emerging Practices Report; (2) ISLLC School Leadership Self Inventory, The School Leaders Licensure Consortium; (3) Boston School Leadership Institute Dimensions of Principal Leadership, Boston Principal Fellows Program; and (4) Standards for Advance Programs in Educational Leadership, National Policy Board for Educational Administration, Educational Leadership Constituent Council (ELCC).

The 28 competencies, organized into 4 competency clusters, which make up the SPA Framework, and represent critical leadership capabilities for the 21st century:
