The CARE Act, S. 476


The CARE Act, S. 476, which the Senate overwhelmingly approved 95-5 this spring, has stalled and cannot move forward to conference with the House. This legislation has a provision that would allow artists to take a reasonable tax deduction for works of their own creation when donated to nonprofit organizations, including museums, libraries and archives.

ACTION NEEDED
We encourage you to email your Senators and urge them to send the CARE Act (S. 476) to conference with the House.

    Please send the CARE Act (S. 476) to conference with the House. This bill has had overwhelming support and was passed this spring in the Senate by a vote of 95-5.

    Currently, an artist, writer, or composer can only deduct the cost of materials used to create a work. This is not a large enough incentive to donate, particularly since the majority of artists, writers, and composers in this country earn very little. The tax deduction for artists would ensure that important works of art would become a part of the public collections held in our nation's museums, libraries, and archives, and it is especially important to smaller and regionallyoriented museums that often have little or no acquisition budgets.

    By sending the CARE Act to conference with the House now, you will create much needed incentives charitable giving, which, in turn, will abate the demands of diminished resources faced by our museum and nonprofit colleagues.
    Your action is greatly needed to help move the CARE Act (S.476) forward.
