“Advancing Regression Discontinuity Designs for Evaluating Extended Time Accommodations”

Regression discontinuity (RD) designs are commonly used for program and policy evaluation when treatment assignment is determined by a running variable. This talk will discuss how to use RD designs to evaluate the effects of extended time accommodations (ETAs) and how to enhance the designs to account for unique characteristics observed in the ETA settings. The first part of this talk is to discuss a theoretical framework for RD designs with an ordinal running variable, given that the treatment assignment of ETAs for English-language learners is determined by ordinal categories in the National Assessment of Educational Progress (NAEP). The second part of this talk is to propose a novel framework for combining RD designs and multiple-control-group designs to evaluate ETAs. The proposed two frameworks will be demonstrated by studying different types of ETA effects using the NAEP assessment data and process data.
