Support Congressional Arts Caucus Amendment


Urge House members to pass a bi-partisan floor amendment that will be offered by the Congressional Arts Caucus.  Please send an email by July 16th directly to your Representative using the form on the right.

The U.S. House of Representatives is expected to begin floor debate the week of July 14th on the FY 2004 Interior Appropriations bill, which includes funding for the NEA and NEH. The Congressional Arts Caucus will offer a floor amendment to the bill to increase funding for both cultural agencies. The amendment will be similar to the amendment passed last year by a vote of 234-192. While the details of this amendment are not yet finalized, it is likely to call for an increase of $10 million for the NEA and $5 million for the NEH.

The FY 2004 Interior Appropriations bill was marked up and reported out of committee on June 25th with an allocation of $117 million for the NEA, which represents a nominal $1.3 million increase for only administrative overhead (no new grants) over the current year's funding level of $115.7 million. The Committee allocated $137 million for the NEH, which represents a $10.1 million increase over the current year's funding level of $124.9 million, but falls considerably short of the President’s request of $152 million. The increase is designated to be used for the NEH's new "We the People" initiative.

    Please support the Congressional Arts Caucus Amendment. The proposed $10 million increase to the NEA and $5 million increase for the NEH are vital for preserving our country's cultural heritage.

    Investing in the NEA is a great investment in the economic growth of communities. The nonprofit arts industry alone generates $134 billion annually in economic activity and $10.5 billion in federal tax revenue. Additionally, the NEA supports arts education and lifelong learning programs in the arts. Arts education has been proven to help students improve academic performance regardless of socio-economic background.

    The budget for the NEA is still much lower than its high point of $176 million in 1992. Your support is vital in boosting this number, which will increase access to the arts for diverse populations, bring communities together, and allow artistic excellence to be nurtured in every corner of the country. Please support the Congressional Arts Caucus Amendment.
