The nations second largest teacher union, The American Federation of Teachers, is proposing a national test and rigorous new standards for people aspiring to be teachers. While unions have long said that tests are a poor meaure of the abilities that constitute a good teacher, the AFT is trying to pre-empt a growing national movement that wants to impose tough standards on teachers. TC President Arthur Levine said that the proposal would give impetus to about 39 states that are now considering some form of tougher teacher standards. "Several states were afraid to act for fear unions wouldn't support them. Given the huge number of teachers we have who are uncertified in math and science and English as a second language, this is a godsend." The article, entitled "Union Seeks Teacher Testing" appeared in the April 14th edition of the Deseret News.
