In Fall 2005, New York City's United Federation of Teachers (UFT) will enter the tutorial market, but Chad d'Entremont of the National Center for the Study of Privatization of Education said it is too early to predict outcomes.  In fact, d'Entremont thinks there may be both pros and cons to the innovative approach. 

A plus, he said, is that tutors would meet City requirements for teachers which "might be more stringent than what private companies require of the tutors they hire."  On the downside, private tutoring companies that have been providing services might bring "more flexibility and efficiency."
