DISCLOSURE CONCERNING THE HIGHER EDUCATION EMERGENCY RELIEF FUNDING (HEERF)


HEERF I Funds

The Coronavirus Aid, Relief, and Economic Security Act (CARES Act)

On May 8, 2020 Teachers College received $1,118,534 in funding through the Higher Education Emergency Relief Fund (“Relief Fund”) authorized by the Coronavirus Aid Relief and Economic Security (CARES) Act. The College signed and returned to the U.S. Department of Education the Certification and Agreement and the assurance that the institution intends to use 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to eligible students who have incurred qualifying expenses related to the coronavirus outbreak (Student Aid Portion). The College has received $559,267 to fund these emergency grants.

As of June 5, 2020, eligible students may apply for grants to determine eligibility in accordance with the CARES Act. As of February 26, 2021, Teachers College has distributed payments to 469 students in the amount of $559,267. The College is using information from the Free Application for Federal Student Aid (FAFSA) to determine the students with the greatest need, with the goal of distributing the funds in a fair and equitable manner.  Emergency grant amounts will be awarded to students with qualifying costs and prioritized based on need. A Committee has been established and they will review applications on an ongoing basis, until all funds are spent, in the order applications are received. The College is required to spend its share of the CARES Act funds within one calendar year.

The remaining portion of the funding (Institutional Portion) was designated by the College to cover costs associated with significant changes to the delivery of instruction due to the coronavirus outbreak and was fully used for student housing reimbursements. HEERF II Funds

The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA Act)

On January 19, 2021, Teachers College received an additional $1,680,289 in funding through the Higher Education Emergency Relief Fund (HEERF II) authorized by the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act. The College signed and returned to the U.S. Department of Education, the Certification and Agreement and the assurance that the institution will spend the same dollar amount as required under the CARES Act to provide Emergency Financial Aid Grants to eligible students who have incurred qualifying expenses related to the coronavirus outbreak (Student Aid Portion). As of August 6th, 2021, Teachers College has distributed payments to 284 students in the amount of $559,267.

The College has informed all students who were actively enrolled during the Spring 2021 and/or Summer 2021 terms of this supplemental funding, and encouraged students to apply for consideration. A committee has been established and they will review applications on an ongoing basis until all funds are spent, in the order applications are received. The College will allocate these funds to students that demonstrate exceptional need.

The remaining portion of the funding (Institutional Portion) was designated by the College to replace a portion lost dormitory housing revenue due to the coronavirus outbreak. The final Budget and Expenditure Reporting as of March 31, 2021 for this portion of the funding can be found here.

 

HEERF III Funds

The America Rescue Plan Act (ARP Act)

On May 20, 2021, Teachers College received an additional $3,097,966 in funding through the Higher Education Emergency Relief Fund (HEERF III) authorized under the American Rescue Plan (ARP) Act. The College signed and returned to the U.S. Department of Education, the Certification and Agreement and the assurance that the institution will allocate at least half of the funding for Emergency Financial Aid Grants to eligible students who have incurred qualifying expenses related to the coronavirus outbreak (Student Aid Portion). As of November 10th, 2021, Teachers College has distributed payments to 779 students in the amount of $1,548,983.

The remaining portion of the funding (Institutional Portion) was designated by the College to replace lost dormitory housing revenue due to the coronavirus outbreak, support and implement practices to monitor and suppress the coronavirus including prevention and testing and for conducting direct outreach to financial aid applicants. The Budget and Expenditure Reporting as of June 30, 2021 for the Institutional Portion can be found here and the Final Budget and Expenditure Reporting as of September 30, 2021 can be found here.

 

HEERF III Funds

The Supplemental Support under the American Rescue Plan (SSARP)

On July 20, 2022, Teachers College received an additional $1,318,480 in funding through the Supplemental Support under the American Rescue Plan Program (SSARP). The College signed and returned to the U.S. Department of Education, the Certification and Agreement and the assurance that the institution will allocate the funding for Emergency Financial Aid Grants to eligible students who have incurred qualifying expenses related to the coronavirus outbreak (Student Aid Portion). The application was released in October and made available to all students actively enrolled during the Fall 2022 semester. The first round of approved awards will be disbursed the week of October 10th. 

As of January 4th, 2023, Teachers College has distributed payments to 500 students in the amount of $1,318,480.
