With the passage of The Every Student Succeeds Act (ESSA) on December 10, 2015, it is important to carefully account for costs in addition to effects of the programs that provide students services, wrap-around services, and services provided by the community organizations. 

Brooks Bowden, Ph.D. in Education Policy 2014, is a Senior Research Scientist and Associate Director of the Center for Benefit-Cost Studies of Education, Teachers College, Columbia University. In the article “Wrap-around cost estimates for wrap-around services,” published by the Brown Center Chalkboard on Brookings.org, she discusses the importance and responsibility to provide comprehensive assessments of the resources required. Only then can we know the true cost of achieving impacts, and let the public and policymakers decide whether the benefits are worth the cost.
