Policy Transfer and South-South Cooperation: Perspectives from Brazil

In recent decades, a growing movement of cross-border public policies has transformed policymaking dynamics, leading to the emergence of policy transfer research. Initially focused on policies moving within the Global North or from there to developing countries, recent literature has begun to explore policy circulation within the Global South and from these countries to the Global North. This shift has introduced important theoretical and conceptual insights. This presentation will examine the evolving nature of policy transfer studies, highlighting examples from Brazil.
Osmany Porto de Oliveira is Tenured Assistant Professor in the International Relations Department at the Federal University of São Paulo (Unifesp) and coordinator of the International Public Policies Laboratory (Laboppi). He holds a PhD in Political Science, from the University of Sorbonne Nouvelle – Paris III (2015) and a PhD from the University of São Paulo (2013). He earned his Master's degree from the Institute of Latin American Studies in Paris and his Bachelor's degree in International Relations from the University of Bologna (Italy). His research focuses on policy transfer, development cooperation, international organizations, democracy, and climate change. He has received international awards, such as the Early Career Award from the International Public Policy Association in 2019 and the Annual Best Comparative Article Award from the Journal of Comparative Policy Analysis in 2023. He is the author of International Policy Diffusion and Participatory Budgeting (Palgrave, 2017) and edited the Handbook of Policy Transfer, Diffusion and Circulation (Edward Elgar, 2021).
